Water Level:

We highly recommend filling each piece individually. It will be both easier and less prone to accidents. 

Base: Fill 1-2" above your downstem. Less water will give you a bigger chamber for smoke and more water will provide more filtration. 

Percolator: Fill until both slits are covered by 1/4" of water. Fill from the top till it's full, the water will automatically flow down to the bottom chamber, if not, you can tilt the glass or blow into it to push the water down. 

Adjust the water level according to personal preference.
